Depending on your plans for your site, you may find that you need more than just "static" web pages. For the most part, to make your pages change or let your users leave feedback you will need some kind of tool.

Many hosts offer tools for guestbooks and counting visitors, so check there first. If yours doesn't, or you don't like their version, there are other places where you can get components for your page. Many of these are advertising-based, so you may get some banner ads on the pages where you use them.

You can also submit your own resources.
